Jim Hoops has been running for office for over 40 years. It’s hard to believe, but he’s been trying to get elected to the State Senate for the past 20 years. When Hoops last ran for Senate in Northwest Ohio, voters rejected him by a landslide after they learned about his wishy-washy, tax-raising record. Now he hopes that voters have forgotten why they fired him all those years ago.

RAISING     UR TAXES...
OVER AND OVER AGAIN

Jim Hoops’ fingerprints are on nearly every tax increase that Ohio has seen this century – and Ohio families and businesses have paid the price. In 2005, Hoops voted to institute the commercial activity tax, which charges our state’s job creators for the “privilege” of doing business. In 2019, he voted for a major increase to Ohio’s gas tax. Even worse, he voted for an amendment to “accelerate” the increase. In 2024, he voted to create special tax districts with the power to impose new taxes on residents. And just last year, as Ohioans struggled to afford rising property taxes, Hoops criticized his colleagues’ efforts to reduce the property tax burden.

Jim Hoops has been a cheerleader for utility scale solar projects, pushing legislation to implement solar programs statewide. He co-sponsored a bill that would let utility companies impose additional fees on Ohioans. A fellow Republican in the House called this legislation “a huge energy tax increase”, while a conservative think tank called it a “Green New Deal energy push.”

And in 2017, Jim Hoops urged lawmakers to reduce wind turbine setback requirements
. He wanted to let wind farms place turbines EVEN CLOSER to residents' property lines.

RAISING
HIS OWN PAY

Jim Hoops picked Ohioans’ pockets with one tax and fee increase after another, but as an out-of-touch, self-serving career politician, he made sure to take care of himself and his cronies in Columbus. Hoops voted in 2000 to raise his own pay by 22% in a single year! And his pay kept climbing, thanks to automatic increases he voted for.

In 2019, Jim Hoops teamed up with Speaker of the House Larry Householder to pass House Bill 6, which increased Ohioans’ utility bills to pay for a $1 billion bailout of FirstEnergy. Hoops took thousands of dollars in campaign contributions from FirstEnergy leading up to the vote for the corporate bailout. Hoops supported another bailout in 2025: this time he voted to raid the Ohio Unclaimed Funds account to the tune of $600 million to pay for a new stadium for Tennessee billionaire Jimmy Haslam.

The Hoops-backed House Bill 6 bailout of FirstEnergy cost Ohioans dearly, but an investigation by President Trump’s Department of Justice found that Householder accepted a $60 million bribe in exchange for passing the bill. Today, Householder (Federal Inmate 79002-061) is serving a 20 year sentence. After the corruption behind House Bill 6 was exposed, Hoops had a chance to do the right thing and help repeal the law – but he refused. Even years later in 2023, Hoops took a vote that one news account called “a vote to protect a scandal-ridden law.”

SIDING WITH CORRUPT POLITICAL BOSSES

FAILING T     FIGHT
FOR OUR VALUES

On June 24, 2021, Jim Hoops had an opportunity to keep transgender athletes from competing in girls’ sports. He joined every Democrat in the Ohio House in voting against this critical protection for our daughters and granddaughters. He didn’t just vote NO once – he did it twice.

Hoops has defended his vote, saying he made the best decision he could with the information he had at the time. But this wasn’t a tough vote. Keeping biological men out of girls’ sports is just common sense – and Jim Hoops failed the test. We need a Senator who can define what a woman is and has the backbone to stand up to the radical left. That’s not Jim Hoops.

TOO WEAK TO
D     WHAT IS RIGHT

Jim Hoops simply doesn’t have what it takes to stand up for Northwest Ohio and our conservative values when it matters most. When lobbyists and special interests wanted to raise our taxes to pay for billionaires’ pet projects and corporate bailouts, Hoops folded like a cheap suit. When the Speaker of the House pressured Hoops to vote for the most corrupt piece of legislation in Ohio history, he caved. And when he had the chance to defend our daughters and granddaughters from competing against biological men in sports, Hoops sided with the radical left.
